Digicon Wins the Department of Veterans Affairs Subcontract
In a public announcement on July 31, 2006, Dr. Robert A. Walker,
President of Advanced Systems, Inc. (ASI), a Service Disabled
Veteran Owned Small Business (SDVOSB), announced that ASI, teamed
with Digicon Inc., had been awarded a Blanket Purchase Agreement (BPA)
contract to create and operate an Emerging Technology Center (ETC)
to perform independent functional and security testing for the
Department of Veterans Affairs (VA). As stated in the BPA, “In order
to provide the best of care to the veterans, VA must remain at the
forefront of technology across its services. To support this effort,
many emerging technologies need to be evaluated and validated
against VA specific requirements before they can be fielded in the
VA intranet. Impartial assessments are critical in the assurance of
performance and this approach can be done by employing an
independent third party that is not influenced from outside
sources.”
The ETC will be collocated with network operations centers provided
by ASI’s key teammate, Digicon, Inc. The world-class facilities and
engineering talent provided by Digicon, Inc. will allow the ASI-Digicon
team to create testing environments that closely match those that
exist within the VA system, as well as those that might be created
through the introduction of new technologies. “As the introduction
of new functional and security technologies accelerates, the threat
environment will become more complex and sophisticated,” said Dr.
Walker. “If they are to provide a secure operating environment, all
organizations, both commercial as well as government, must include
security considerations before they implement new technologies or
modify critical business processes. The ETC should serve as an
example to these organizations as to how independent experts can
provide the skills and objective analysis necessary to successfully
navigate these critical threats.”
This is a key win for Digicon as it provides us an opportunity to
expand our Engineering, Test and Evaluation capabilities, obtain
experience with a new customer, the Department of Veterans Affairs,
and establishes a capability that many other government organization
require.

Twin
Digicon Awards
Digicon is celebrating its two recent wins! The U.S. Commodity
Futures Trading Commission: Awarded on February 23, 2005 and
Fauquier County Government and Public Schools: Awarded on February
18, 2005.
The proposal group, assisted by technical staff both in Herndon and
at the Rockville locations, developed solutions for Technical
Support Services for CFTC and Information Technology Consulting
Services for Fauquier County Government and Public Schools.
On August 6, 2004, CFTC was submitted in three volumes: Volume I
General Information, Volume II Technical Information, and Volume III
Price. Digicon’s team of professionals has been supporting CFTC in
the areas of Network Engineering and Desktop Support for almost two
years. We brought to the table our understanding of the critical
nature of integrating and consolidating all three major work
areas—Network Support, Desktop Services Support, and
Telecommunications Services Support—while maintaining the overall
system operation with minimal disturbance to the CFTC user base.
We chose to highlight the following themes in our proposal:
-
Our
comprehensive understanding of CFTC’s technical environment,
requirements, and expectations
-
Our experienced
technical and management team, already engaged at CFTC, and
committed to the success of CFTC programs, initiatives, and
goals
-
The experience
of bringing on board, retaining, and maintaining qualified
staff, who are experienced, knowledgeable, and trained within
various Network, Desktop and Telecommunication environments and
service management tools
-
Prime contract
experience supporting, coordinating, and interfacing with
various Federal agency headquarters, regional and field offices
nationally similar to the CFTC requirements
-
Our proven
management approach that engages qualified professionals to
deliver upon CFTC needs and requirements cost-effectively
-
Digicon’s solid
record of performance on current, relevant technical programs
and contracts, with excellent customer ratings
-
Our qualified
resource pool of highly talented and professional IT,
engineering, and management staff available to CFTC and
recognized by industry customers and peers for their substantial
contributions.
For the Fauquier
County proposal, submitted on January 20, 2005, the team presented a
solution for Information Technology Consulting Services. The
proposal used a format that included highlight boxes at the top
right of all major sections and bolded theme statements to be easily
identified. Winning this proposal allows Digicon to be eligible for
further bids on upcoming contracts.
Our proposal centered around two important factors:
-
Our experience
with, and understanding of Fauquier County’s requirements in the
field of information technology and how it relates to the
County’s mission
-
Our efficient
approach to providing personnel. We ensured that Fauquier County
would receive quality support services in the most
cost-efficient and effective manner possible.
Both proposals had
the necessary input from the capture managers that led to a complete
understanding of the requirements and a close relationship with the
key players on the customer side. With this knowledge, George Khater
and later, Luigi Valentini (on the CFTC proposal) and Brian
Vanderhoof (on the Fauquier County proposal) were able to focus on
important elements that needed to be addressed in the proposal.
Upfront marketing helped us to evaluate what the customers really
desired, and then write to those specific needs so that our proposal
stood out among the competition.

Digicon Intranet Goes
Wireless
The owners of WinCE
wireless devices, such as iPAQ Pocket PCs, now have an easy, secure,
and reliable way to access Digicon .OfficeTM V3 suite. The Software
Development group of Technical Services Division has developed the
wireless versions of six applications. They are Email, Contacts,
Calendar, Notice Board, Discussions, and To Do List. To connect, log
on to the same URL (http://office3.centrivity.net/v3) by entering
your username/password data. The Web server will automatically
detect that you are using a micro browser and provide the starting
page of Wireless .OfficeTM for you.
Even though the inherent functional limitations of mobile devices
required a drastic redesign of the visual output, the wireless
Digicon intranet still delivers all required information, performs
the same database operations, and assures the same level of
interaction with corporate intranet users. Most frequently, the
display restrictions called for distributing output information over
several pages in order to avoid excessive scrolling and/or decrease
the download time. The number of links and navigation buttons is
generally reduced so that pages look less cluttered on a small
screen and are easier and more intuitive to work with. Mobile users
can promptly reply to an email message by clicking on an appropriate
option in a list of ready-made short texts. Currently, Email and
Notice Board attachments cannot be downloaded due to the storage
memory capacity of most present-day mobile devices. Digicon is
considering several options that would overcome this limitation.
All six wireless applications were tested on an HP iPAQ Pocket PC
2003 Pro. We would appreciate if the users of similar (and other)
mobile devices could tell us about their experience.

Volunteer Day - Digicon Employees Make Over 70 Bag Lunches for a
Local Shelter
Digicon
held its brown bag lunch volunteer project. For this occasion many Digicon
employees gathered in the kitchen during the lunch hour and made
bagged lunches for a local shelter. Each bag included a peanut
butter and jelly sandwich, a bag of chips, and a juice box. The
meals were delivered to the Montgomery County Coalition for the
Homeless.
The Bag Lunch volunteer hour was a huge success! Each employee
executed a certain task, which allowed for a highly efficient and
speedy assembly of the lunches. We ended up with a grand total of
over 70 full lunches, which was more than enough to feed the entire
shelter.
We look forward to more fulfilling endeavors like this in the
future.

Southeast Region DARTS
Digicon employees
have played an integral part in the mobilization and deployment of
tens of thousands of army troops for more than six years. Digicon
developers originally developed used “mobilization level application
software” (Moblas) in Foxpro and have continued to support the
application through visual basic and now as a web based java
application.
For several
years, mobilization stations used Moblas to assist in the validation
for deployment of military and civilians. The level of detail this
program offered to the army for tracking individual and unit
mobilizations proved to be invaluable, and in 2003, resources were
identified to take it to the next level of technology to provide
even better support to the processes.
The development
team worked exhaustive schedules to develop
requirements, program, and deploy the web based system, while
continuing to support the legacy application. Conversion from Moblas to the DA approved “deployment and reconstitution tracking
software” (darts) program at all priority projection platforms and
priority support platforms has almost been completed. Fielding and
training at all remote sites is also accomplished.
Darts takes the
army's mobilization visibility to the next level. This software
allows HQDA visibility on mobilized personnel assets and residual
reserve component capabilities for future mobilizations. The
software is designed to be an upgrade from Moblas with few
operator-level changes. The main feature of the software is that it
collects all army mobilization data on a single web-based server.
The army now has visibility of assets army-wide. This improves
fidelity of data and relieves stress on the mob station. Not only
does darts support U.S. Army Active Reserves, USAR, and guard
soldiers, DA civilians, and contractors, but is also is capable of
support at all levels of the department of defense mobilization
efforts.

Digicon Obtains
a Presence Within NIH/CIT
Although the Center for Information Technology (CIT) at NIH is a
likely place for Digicon to provide support, it has been difficult
for us to get the attention of Division heads within CIT.
Approximately two years ago, the Division of Enterprise and Custom
Applications (DECA), expressed a need that we were able to fill.
Digicon provides monitoring of SQL servers to assure efficient and reliable operation while
collaborating with developers to tune queries and optimize indexes
for dependable high-throughput operation.
In addition, Digicon
migrates SQL modules from the development environment to the test
environment and finally into the production environment while designing and implementing physical databases among
various instances of SQL server to improve integrity and performance
while facilitating development, backup and recovery.
When NIH needed someone to take the lead in managing the upgrade to
a new release of SQL Server, Digicon was trusted to take on that
responsibility.
For the past several months, Digicon has managed a workgroup comprised
of technical staff members from CIT, the Clinical Center, and the
National Institute of Allergies and Infectious Diseases. The
workgroup is charged with developing the requirements for a system
that collects information from underlying monitors and then
represents the information on a single dashboard-like screen. The
underlying monitors are already in place monitoring the health and
well-being of applications (like the NIH Homepage or NIH Business
Systems), but there is no one place to go to see the information
from all of the monitors. The system will be called the Monitor of
Monitors or (MoM).
After developing the requirements of the system, the workgroup
identified as many as seven products that could satisfy the
requirements. Three products were selected on which to perform pilot
projects. The pilot projects are now complete and the workgroup has
selected a product. They will make their recommendation to NIH
executives in the next week or two.
